EMMP Deployment Architecture

EMMP Deployment Architecture

Putting it all together – EMMP is the PRO-ACTIVE, not REACTIVE, platform of choice

EMMP is a unique event management and mitigation platform.

  • It is unlike other software products that primarily focus on supporting information flow between emergency managers
  • It is unlike other hardware products that focus only on providing various levels of notification to the community
  • It is unlike other hardware products that focus only on provide varying degrees of event detection

EMMP establishes a new paradigm in event management and mitigation platforms. It provides a highly integrated set of hardware and software tools that collectively focus on supporting the responder community. Whether for fire, police, health or emergency service departments, EMMP sets out to integrate all available system components and data into a unified situational awareness platform, presenting a true Common Operating Picture of any event area. EMMP is hardware centric in that it supports two way real time command and control for sensors and notification devices. This provides the emergency manager with an advanced capability specifically tailored to support their handling of catastrophic events. For example:

EMMP integrates data feeds from event detection sensors to provide real time event monitoring:

  • Fire
  • Seismic
  • Water quality
  • Biological/chemical
  • Tornado
  • Air quality
  • Nuclear isotope/radiation
  • Electro-optic (EO)/Infra Red (IR) Intrusion

EMMP provides a highly sophisticated level of hardware systems control:

  • IP based Cameras
  • Suppression System Triggering
  • Emergency Valve Shutoff Systems
  • Sirens / Public Notification Systems
  • Freeway signage
  • RDS notification for residential properties; commercial properties; fire stations; schools; universities; hospitals; hotels – with full notification support for the ADA community

EMMP integrates data feeds from Seismic Sites such as United States Geological Society (USGS)/National Science Foundation (NSF)/Incorporated Research Institutions for Seismology (IRIS) to provide up-to-the-minute seismic information as it is occurring and being reported by:

  • Advanced National Seismic System (ANSS) for the US
  • Global Seismographic Network (GSN) for the world

EMMP integrates data feeds from Tsunami Sites driven by the National Oceanic and Atmospheric Administration (NOAA) to provide up-to-the minute tsunami information as it is occurring and being reported by:

  • West Coast/Alaska Tsunami Information (WC/ATWC) for the US
  • Pacific Tsunami Warning Center (PTWC) for the World

EMMP supports predictive fire growth modeling programs by outputting relevant data to and integrating the resulting map overlay data from programs developed and supported by United States Fire Service (USFS)/Missoula Fire Sciences Laboratory (MFSL) such as:

  • Wild Fire Decision Support Systems (WDSS) Fire Spread Probability (FSPro)/Rapid Assessment of Values At Risk (RAVAR)
  • FARSITE

EMMP supports predictive dispersion modeling programs to generate plume data from the origin of chemical/nuclear/biological catastrophic events. One such program from the Environmental Protection Agency (EPA) is the Area Locations of Hazardous Atmospheres (ALOHA) program.

EMMP supports all current messaging services:

  • SMS Text
  • Email
  • Smart Phone Applications
  • Twitter
  • Facebook
  • Instant Messaging (AOL Instant Messenger/Google Talk)
  • Radio Data Service (RDS)

EMMP integrates all available information sources:

  • Geographic Information Systems (GIS)
  • Emergency responder PRE-PLANS
  • Computer Aided Dispatch (CAD)
  • IP based CAMERA feeds
  • Asset tracking through Automatic Vehicle Location (AVL)
  • National Oceanic and Atmospheric Administration (NOAA) Weather Alerts
  • Rapid Image Exploitation Resource RAPIER

EMMP is browser based. Therefore, it is truly machine independent and can be configured to run on a Windows platform, an Apple platform or a Linux platform. It does not require expensive third party licenses to operate. It is accessed through your secure user account on any internet connected computer through most any browser. The core of EMMP is Vigilys 3.0 which resides on a server farm in a highly secure co-location facility. Redundancy is achieved through a fail-over connection to a mirror facility out of state.  All software is managed centrally so you are always utilizing the latest release. Because EMMP is modular – you purchase only the modules that you need – it offers low cost of ownership. As requirements change, you can purchase additional modules to fulfill these requirements. This solution is extremely IT friendly and does not require dedicated, high performance hardware. Able to run on multiple computers at any one time, able to support multi-screen displays, able to support mobile platforms while internet connected, EMMP offers cutting edge capabilities that are future proofed by design.

EMMP works as a completely self sufficient stand alone application or as an integral part of:

  • UICDS – Unified Incident Command and Decision Support environment (UICDS). Through its normalizing design, UCIDS would enable radically different management systems that incorporate a UICDS interface to collaboratively share vital data/information. Such management systems might include, in addition to EMMP, WebEOC, ETeam or the developing NICS environment.
  • Virtual USA – a collaboration between the Department of Homeland Security, the emergency response community and eight states across the nation. It is an innovative information sharing system that helps federal, state, local and tribal first responders work with all levels of government to make fast, well-informed decisions.
  • Eventual integration into UICDS and/or VirtualUSA will future proof the EM’s financial and time investments made in EMMP.
